Cass explores the philosophical underpinnings of the authors’ arguments and the practical implications of their conclusions, and he ultimately posits that:

“this is a book that should be read by everyone interested in the law, theory, and practice of the administrative state. It is thoughtful, interesting, well-presented, and, despite its relative brevity (for many academics, a 145-page work is mere throat-clearing!), it is also quite capacious, covering a substantial part of the administrative law landscape.”
